REoI for Individual Consultant (National)
Improving Computer and Software Engineering Tertiary Education Project (ICSETEP) under Secondary and Higher Education Division, Ministry of Education, is to improve Higher Education in CSE/IT Programs of Bangladesh to meet the challenges of Fourth Industrial Revolution (4IR) and to lead of the country in IT sectors. The total estimated cost of ICSETEP is 121,980.00 Lac Taka; Asian Development Bank (ADB) is the Project Aid partner of ICSETEP providing of 107,000.00 Lac Taka (87.72%) as LOAN and remaining 14,980.00 Lac Taka (12.28%) is from GoB. The implementation period of ICSETEP is from July 2023 to June 2028; and University Grants Commission (UGC) of Bangladesh is the executing authority of ICSETEP.
- Project Management Unit (PMU), ICSETEP is intended to hire eligible individual consultants (national) of Procurement Specialist (PMU/S-2), Higher Education Specialist (PMU/S-5), Stipend Program Specialist (PMU/S-7) and Woman IT Leadership Program Specialist (PMU/S-8).
- The Required Qualifications and Experiences for individual positions are mentioned below:

· Bachelor in Science/Engineering and Master in Science/ Engineering / Procurement / Supply Chain; Professional Degree/Post-graduate Diploma in Procurement/Supply Chain will be added advantage; · At least 15 years of general experience; service in public university is preferable; · At least 7 years of specific experience in government procurement or procurement role in public university; · Training on Bangladesh’s Public Procurement: PPR / PPA / e-GP; · Experience in working on e-GP platform; · Experience in working in government-executed donor-funded projects is preferable; · Procurement experience in building construction / ICT establishment is preferable; · Experience in working with Research / Innovation Grant is preferable; · Knowledge of the ADB’s procurement guidelines is preferable. |

· Bachelor and Master degree in Computer Science and Engineering or ICT relevant subject; · PhD in IT relevant subject; · At least 15 years experience in teaching and research; more experience is preferable; · At least 7 years experience in CSE/IT curriculum development for graduate or post graduate level; · Experience in tertiary education level accreditation activities. |

· Post graduate degree in any subject; professional degree on education / financial management / procurement or PhD will be an added advantage; · At least 15 years working experience; stipend/scholarship management or teaching experience is preferable; · At least 7 years experience in tertiary level teaching or government service; experience in government/donor fund management is preferable; · Experience on operations manual development for stipend/scholarship/grant will be an added advantage; · Having experience in teaching/research in education development or woman empowerment will be an advantage. |

| 4 | Women IT Leadership Program Specialist (PMU/S-8)

· Master of Science in any subject; BSc in CSE or IT subject is preferable; · Higher Degree/Diploma/MPhil/MBA/PhD will be an added advantage; · At least 15 years working experience; service in education sector or human resource development will be preferable; · At least 7 years experience in research/work in IT industry or technology entrepreneurship development or IT education/training; · Experience in woman empowerment or entrepreneurship development in ICT will be an added advantage. |

- The last date of EoI submission is 01 September 2024 through ADB CMS (https://cms.adb.org/).
- Consultants will be selected following the Individual Consultant Selection (ICS) of ADB guidelines and the GoB Public Procurement Rules and ACT.
- The Project Director now invites eligible candidates to submit EoIs (according to the provided template and other details as required) through ADB CMS. EoIs in email or hard copy will not be accepted.
- The Procuring Entity (PE) reserves the right to accept or reject any or all EoIs without assigning any reason whatsoever.

- Deadline for EoI submission through the ADB Consultant Management System (CMS) is 01 September 2024 evening.

- Interested Individual Consultants are requested to update their CMS profile with work experience, credentials and other information before submitting EoI.
- To submitting an EoI please go to the submission link in the above individual position and then click the “Express Interest” button in CMS page.
- Upload your filled up EoI Template for the individual position and a detailed CV through the “Add Attachment” button under EOI Attachments section in CMS page. The expression of interest will not be considered for evaluation, if the mentioned attachment is missing.
