Competitive Research & Development (R&D) Grant
The noble aim of ICSETEP is to improve socio-economic condition of Bangladesh by establishing a more relevant Higher Education in CSE/IT Programs in terms of quality, efficiency, competent graduates & cutting edge research capacity to meet the challenges of Fourth Industrial Revolution (4IR) and develop technology entrepreneurships to lead of the country in IT sectors. Among different specific Objectives and Targets of ICSETEP, Increasing industry relevance in research and Entrepreneurship development are the substantial ones. Competitive Research & Development (R&D) Grant is a significant component of ICSETEP to achieve its noble objectives.
Competitive R&D Grant ICSETEP will provide funding for selected proposals focusing on
(a) Industry collaboration to address industry problems or develop new products or services;
(b) Interdisciplinary R&D work where IT solutions combined with other areas (e.g., medicine, education, public services) to develop new products or services;
(c) Cutting edge CSE/IT research; and
(d) IT solutions for addressing disability issues.
More emphasis will be given to industry collaboration (50% of total grant funding) and interdisciplinary research (25% of total grant funding).
The general steps of the R&D grant funding are (i) Call for Proposal; (ii) Review the Proposals with Experts; and (iii) Award Grants for the Selected Proposals. This scheme is open to the public and private universities those meet criteria. The R&D grant will also support international collaborative R&D between Bangladeshi universities and foreign universities. UGC will monitor the progress of implementation and evaluate the results of the R&D projects following a detailed operational manual. The R&D Grant funding will be processed throughout the ICSETEP implementation period (i.e., up to June, 2028).

Supporting Clarifications/Explanations
Following items are the clarifications on RDGOM as decided by the RDG Board in its 1st meeting held on 14/08/2025.
A) Related discipline বিষয়ে স্পষ্টিকরণঃ
1. Undergraduate Level:
A CSE/ICT Related Discipline must offer at least 80% of courses/components from any of the following guidelines.
UGC’s Guideline:
As mentioned in the UGC’s “Guideline for preparing standard curriculum of B S in Computer Science and Engineering”
Programming: Introduction to Computing, Structured Programming, Object Oriented Programming, Web Programming, and Mobile Programming. etc.
Hardware Systems: Digital Logic Design, Computer Architecture, and Microprocessors & Microcontrollers, etc.
Logics and Algorithms: Discrete Mathematics, Data Structures, Algorithms
Systems: Computer and Cyber Security, Database, Operating System, Networking, etc.
Software Systems and Engineering: Software Engineering, Information System and Design, etc.
Technical Electives: Theory; Communications; Systems; Data Science; Software Engineering; Hardware; ICT
BAETE’s Guideline:
As mentioned in the BAETE Accreditation Manual v2.1 under “Criteria for Computer Science and Engineering or Similar Program”
Discrete mathematics, Computer science, and Engineering sciences for the analysis and design of complex electrical and electronic devices, software, and systems containing hardware and software components, Concepts of programming languages, Data structures, Algorithms and complexity, Software design, Digital logic, Computer organization and architecture, Operating systems and Networking systems, Tools for the specification, design, implementation, testing and maintenance of software systems, Exposure to a variety of programming languages and systems, including proficiency in at least one higher-level language.
2. Postgraduate Level:
A CSE/ICT Related Discipline must offer at least 80% of courses/components from at least three domains from the following list:
Algorithms; Software Engineering; Data Science; Intelligent Computing; Security and Privacy; Computer Networks and Systems; High Performance and Distributed Computing; Hardware and Embedded Systems.
B) এনটিটির বাইরে অন্য বিভাগ, ইনিস্টিটিউট বা বিশ্ববিদ্যালয়ের সাথে যৌথ গবেষণা প্রস্তাব প্রণয়নের ক্ষেত্রে উক্ত অংশগ্রহণকারী বিভাগ, ইনিস্টিটিউট বা বিশ্ববিদ্যালয় থেকে Co-PI নিয়োগঃ
Proposal Submitting এনটিটির সাথে অন্য বিভাগ, ইনিস্টিটিউট বা বিশ্ববিদ্যালয়ের যৌথ গবেষণা প্রস্তাব প্রণয়নের ক্ষেত্রে সহযোগী অংশগ্রহণকারী বিভাগ, ইনিস্টিটিউট বা বিশ্ববিদ্যালয় থেকে একজন Co-PI নেওয়ার বিষয়ে সিদ্ধান্ত গৃহীত হয়। এই Co-PI, SPMT এর ২য় Co-PI হিসেবে বিবেচিত হবেন।
C) “International Universitates” কে “Foreign Universities” হিসাবে বিবেচনাঃ
- Academy-Industry collaboration এর জন্য “International Universitates” কে “Foreign Universities” হিসাবে বিবেচনা করার সিদ্ধান্ত গৃহীত হয়।
- Academy-Industry collaboration এর ক্ষেত্রে QS(Quacquarelli Symonds) অথবা THE(Times Higher Education) র্যাংকিং এ অন্তর্ভুক্ত Foreign বিশ্ববিদ্যালয়সমূহ Research Proposal জমাদানে যোগ্য বলে বিবেচনা করা হবে।
- RDGOM এর ৩.৭ অনুচ্ছেদের বর্ণনানুযায়ী Industry থেকে অংশগ্রহণকারীগণ RDG ফান্ড থেকে কোনরূপ আর্থিক সুবিধা প্রাপ্ত হবেন না। এমতাবস্থায় Industry কে উৎসাহ প্রদানের লক্ষ্যে Industry থেকে অংশগ্রহণকারীদের UGC কর্তৃক সার্টিফিকেট দেওয়ার বিষয়ে সিদ্ধান্ত গৃহীত হয়। যদি Foreign University থেকে Co-PI নেওয়া হয় তাহলে উক্ত Co-PI পাবলিক বিশ্ববিদ্যালয়ের Co-PI এর অনুরূপ সম্মানী প্রাপ্ত হবেন।অংশগ্রহণকারী Industry কে নিম্নোক্ত বিষয়ের তথ্যাদি গবেষণা প্রস্তাবের সাথে জমা দিতে হবে বলে সিদ্ধান্ত গৃহীত হয়;
- ইন্ড্রাস্ট্রি/কোম্পানীর লিগ্যাল সার্টিফিকেট – ট্রেড লাইসেন্স, জয়েন্ট স্টক কোম্পানীর রেজিষ্ট্রেশন, ইত্যাদি,
- বিগত তিন বছরের বার্ষিক নিরীক্ষা প্রতিবেদন,
- হাল নাগাদকৃত আয়কর ও ভ্যাট পরিশোধের প্রত্যয়ন,
- বিগত তিন বছরের বার্ষিক টার্ণওভার,
- কোম্পানি গঠন/organogram ও brochure
D) Anonymously উপপ্রকল্প মূল্যায়নঃ
গবেষণা উপপ্রকল্প প্রস্তাব নিরপেক্ষভাবে মূল্যায়ণের নিমিত্তে Submission Template কে সেকশন A (এসপিএম টিমের গবেষণা দক্ষতা এবং গবেষণা সহযোগী প্রতিষ্ঠানের সক্ষমতা ব্যতীত মূল প্রোপোজাল) এবং সেকশন B (গবেষণা উপপ্রকল্প প্রস্তাবের এসপিএম টিমের গবেষণা দক্ষতা এবং গবেষণা সহযোগী প্রতিষ্ঠানের সক্ষমতা) তে ভাগ করার সিদ্ধান্ত গৃহীত হয়। উল্লেখ্য যে এতে মূল ম্যানুয়েলে কোন পরিবর্তন হবে না।
