REoI for Individual Consultant (National)

Improving Computer and Software Engineering Tertiary Education Project (ICSETEP) under the Secondary and Higher Education Division (SHED), Ministry of Education, aims to improve Higher Education in CSE/IT Programs of Bangladesh to meet the challenges of the Fourth Industrial Revolution (4IR) and to lead of the country in IT sectors. Asian Development Bank (ADB) is the Project Aid partner of ICSETEP providing major implementation costs as LOAN, and the University Grants Commission of Bangladesh is the executing authority. ICSETEP seeks specialists through Individual Consultant Selection (National) for the following consulting position.

The Required Qualifications and Experiences for individual positions are mentioned below:

  • Master’s degree in any discipline, preferably Economics/ Development Studies/ Statistics/ Engineering / Education; PhD or professional degree on education / financial management will be an added advantage;
  • 15 years of experience; teaching and research in university or government service is preferable;
  • 07 years of experience in education development or skill development or woman empowerment; public university level experience is preferable;
  • Experience in analysis quantitative and qualitative data, report preparation and presentation;

  2. The last date of EoI submission is 05 April 2025 through ADB CMS (https://cms.adb.org/) only.
  3. Consultants will be selected following the Individual Consultant Selection (ICS) of ADB guidelines and the GoB Public Procurement Rules and ACT.
  4. The Project Director now invites eligible candidates to submit EoIs according to the provided template and other details as required through ADB CMS. EoIs in email or hard copy will not be accepted.
  5. The Procuring Entity (PE) reserves the right to accept or reject any or all EoIs without assigning any reason whatsoever.

EoI Submission :

  • Deadline for EoI submission through the ADB Consultant Management System (CMS) is 05 April 2025 at 11:59 PM Manila local time.
  • Registration link to create ADB CMS account for Individual Consultant is https://selfservice.adb.org/OA_HTML/OA.jsp?OAFunc=ADBPOS_CMSIREG_REGISTER.
  • Interested Individual Consultants are requested to update their CMS profile with work experience, credentials and other information before submitting EoI.
  • To submitting an EoI please go to the submission link in the above individual position and then click the “Express Interest” button in CMS page.
  • Upload your filled up EoI Template for the individual position and a detailed CV through the “Add Attachment” button under EOI Attachments section in CMS page. The expression of interest will not be considered for evaluation, if the mentioned attachment is missing.
