REoI for Individual Consultant (National)

Improving Computer and Software Engineering Tertiary Education Project (ICSETEP) under Secondary and Higher Education Division, Ministry of Education, is to improve Higher Education in CSE/IT Programs of Bangladesh to meet the challenges of Fourth Industrial Revolution (4IR) and to lead of the country in IT sectors. The total estimated cost of ICSETEP is 121,980.00 Lac Taka; Asian Development Bank (ADB) is the Project Aid partner of ICSETEP providing of 107,000.00 Lac Taka (87.72%) as LOAN and remaining 14,980.00 Lac Taka (12.28%) is from GoB. The implementation period of ICSETEP is from July 2023 to June 2028; and University Grants Commission (UGC) of Bangladesh is the executing authority of ICSETEP.

  1. Project Management Unit (PMU), ICSETEP is intended to hire eligible individual consultants (national) of Gender Specialist (PMU/S-4), and Higher Education Specialist (PMU/S-5).
  2. The Required Qualifications and Experiences for individual positions are mentioned below:

1 Gender Specialist (PMU/S-4)

30 Man-Month (Intermittent Assignment)
  • Master’s or equivalent degree in social science;
  • Postgraduate degree/diploma in Gender studies will be given preference;
  • 15 years of general experience in social development, gender and development, and private sector development;
  • 7 years of working experience in gender disparity, equality, policy, monitoring or gender-related research;
  • Experience as a gender specialist will be considered as an additional advantage;
  • Experience in development partner(s) assisted project(s) related to gender specific activities will have special consideration;
  • Suitability for the Assignment

2 Higher Education Specialist (PMU/S-5)

40 Man-Month
  • Bachelor in Computer Science and Engineering or ICT relevant subject;
  • PhD in IT relevant subject;
  • 15 years of experience in teaching and research;
  • 7 years of experience in CSE/IT curriculum development for graduate or post graduate level;
  • Experience in tertiary education level accreditation activities.

  2. The last date of EoI submission is 19 February 2025 through ADB CMS (https://cms.adb.org/) only.
  3. Consultants will be selected following the Individual Consultant Selection (ICS) of ADB guidelines and the GoB Public Procurement Rules and ACT.
  4. The Project Director now invites eligible candidates to submit EoIs according to the provided template and other details as required through ADB CMS. EoIs in email or hard copy will not be accepted.
  5. The Procuring Entity (PE) reserves the right to accept or reject any or all EoIs without assigning any reason whatsoever.

  • Deadline for EoI submission through the ADB Consultant Management System (CMS) is 19 February 2025 evening.
