- Provides technical and project management leadership to a team comprising of staff and consultants in carrying out project activities under the project, including procurement and financial management, reporting directly to the chairman UGC;
- Plans, implements, manages, supervises, monitors, and coordinates all project activities;
- Ability to coordinate with various ministries and agencies;
- Coordinate among all project partner agencies or consultants engaged in project activities;
- Be responsible for regular reporting on this project’s activities to ADB.

- Be responsible for procurement monitoring;
- Provides necessary support/training to the procurement staff at universities;

- Maintain computerized records and inventory on fixed assets;
- Prepare financial statements and other monthly and quarterly reports;
- Preserve financial statements obtained from sub-project Directors;
- To prepare Bank Reconciliation statement and take necessary action;
- Guide accountants about financial records and transactions.
